Foam Tender Apparatus Rebuild

The City of Pittsburgh, on behalf of the Equipment Leasing Authority, is soliciting proposals for the rebuild of one specialized Foam Tender Apparatus for the Bureau of Fire. This project involves repurposing an existing Freightliner all-wheel drive chassis to create a vehicle capable of surviving rigorous service and terrain. The solicitation, numbered 2026-RFP ELA-195, requires proposals to be submitted electronically by October 8, 2026. Award decisions will be based on a 100-point scoring system evaluating the project approach and plan, firm qualifications and references, team qualifications, and the cost proposal. Financial requirements include a 5% bid bond, a 100% payment bond for the awarded vendor, and a performance bond if prepayment options are selected. The successful contractor must comply with the Pennsylvania Prevailing Wage Act and the City of Pittsburgh's equal employment opportunity goals. Final delivery must be performed under the vehicle's own power by a factory-trained technician to a designated location in Pittsburgh, Pennsylvania.
