This solicitation, W9124C26QA017, is a combined synopsis and solicitation for the procurement of commercial food service equipment and smallware to outfit a new Dining Facility at Fort Jackson, South Carolina, issued under RFO Part 12 as a total small business set-aside under NAICS code 333241 with a 500-employee size standard. All 94 line items listed in Attachment 1 must be quoted in full; partial submissions are strictly prohibited and will be rejected. Items must be new, commercial-grade, and meet or exceed all salient characteristics specified in the Purchase Description, where brand names are used solely to define minimum requirements for quality, durability, materials, certifications, and performance, allowing for equal product proposals. Delivery is required FOB Destination on or before August 31, 2026, with acceptance occurring at Fort Jackson, SC, and the contractor is responsible for all transportation costs, packaging, palletization, shrink-wrapping, and labeling per military and commercial standards, including compliance with MIL-STD-129 and MIL-STD-130 for unique identification and machine-readable labeling. The acquisition will be awarded on a lowest price technically acceptable basis, with technical acceptability and price completeness serving as mandatory pass/fail gates—failure to meet any salient characteristic or omit any line item disqualifies the quotation. Offerors must be actively registered in SAM.gov, provide all required representations and certifications, including small business status, unique entity ID, TIN, CAGE code, and security and trafficking certifications, and submit a four-volume quote package via email by June 15, 2026, at 2:00 PM EST to the designated contract specialist and contracting officer. Payment will be processed through WAWF upon delivery and government acceptance, with a 15-day inspection window and a 30-day replacement period for rejected items. Compliance with the Buy American Act, clauses on gratuities, convict labor, sustainable products, security prohibitions, and subcontracting for commercial items is required, and all contract administration obligations, including invoicing and receiving reports, must align with FAR and DFARS provisions.
