Pearland Independent School District is soliciting Competitive Sealed Proposals for the purchase, delivery, and installation of Food Service Kitchen Equipment. Vendors must submit their proposals electronically by 2:00 p.m. on June 17, 2026, through the Pearland ISD eBid System; any mailed or hand-delivered proposals will be deemed non-responsive and rejected. The solicitation includes specific references to manufacturers, brands, and models to define the quality and functional requirements based on operational and facility needs, but equivalent products meeting those requirements may be proposed if adequately documented for equivalency. The evaluation will follow a best value approach rather than awarding solely on the lowest price, with the possibility of awarding to a single vendor or multiple vendors when it aligns with the District’s operational or financial interests. Vendors may be invited to present orally after the initial evaluation. Questions: Please submit questions through the Pearland ISD eBid System by 2 P.M. Friday June 5, 2026. Pearland ISD will not answer verbal questions or those submitted through any means other than the Pearland ISD eBid System; any responses to a prospective Vendor’s questions will be posted within the Pearland ISD eBid System. Due Date: Proposals are due by 2:00 p.m., June 17, 2026. All Proposals must be submitted electronically. Late submittals will not be accepted. Proposal will be accepted by mail or hand delivery. Proposals submitted by mail or hand delivery will be marked non-responsive. The District reserves the right to reject any and all proposals. Responsiveness and Communications If the Proposal Document is incomplete or fails to conform to the requirements of this Competitive Sealed Proposal (CSP), Pearland Independent School District (“District”) will determine, at its sole discretion, whether the variance is material and renders the Proposal non-responsive. Following the proposal opening and completion of the initial review and evaluation, the District may invite one or more selected Proposers to participate in oral presentations. The District will use commercially reasonable efforts to avoid public disclosure of proposal contents prior to vendor selection. Proposers shall not initiate discussions with the District. Any discussions will be limited to issues and topics identified by the District. Attempts by a Proposer to deviate from the specified discussion topics or introduce unrelated matters may result in disqualification. Vendors shall not contact any District personnel during the solicitation process without the express permission of the Purchasing Coordinator. Instructions to Vendors: Pearland Independent School District (“PISD” or “District”) requests Competitive Sealed Proposals (“CSP”) for the purchase, delivery, and installation of Food Service Kitchen Equipment. All specifications, requirements, and evaluation criteria are specified in Part 4.0 of the attached solicitation document. The District may reference specific manufacturers, brand names, or model numbers within the Scope of Services to describe the type, standard of quality, and functional requirements desired. Any such references are provided for descriptive purposes only and are not intended to be restrictive or to limit competition. The District has determined that the referenced products meet its operational, facility, and installation requirements, including space constraints, required dimensions, accessibility, utility compatibility, and door swing configurations. However, vendors may propose equivalent products of like kind and quality. Proposals offering “or equal” products must clearly identify the manufacturer, brand name, and model number, and include sufficient supporting documentation to demonstrate equivalency in performance, dimensions, quality, durability, and compatibility with the District’s operational and facility requirements. The District reserves the right to determine, in its sole discretion, whether proposed alternatives satisfy the requirements of the Scope of Services and represent an equal or greater value to the District. This CSP is being issued for this specific project only and is not intended to result in a renewable or continuing contract. It is not the policy of Pearland ISD to award contracts solely on the basis of lowest price. In accordance with Texas Education Code §44.031, proposals will be evaluated using the “best value” criteria specified in Section 4.0 of the solicitation document. Awards may be made to one (1) vendor for the complete project or to multiple vendors, as determined to be in the best interest of the District. The District reserves the right to award to multiple vendors when doing so provides operational, functional, or financial value to PISD, including where vendors offer unique products or services beneficial to the District. PISD shall comply with the Texas Public Information Act in the event the District receives a request for information related to responses submitted in connection with this CSP.
