Food Service Management

This procurement solicitation, identified as 2025-RFP-002, seeks a Food Service Management Company (FSMC) to manage and operate food services for the Sierra Vista Unified School District, which serves approximately 3,562 students across seven school sites and prepares around 450,000 meals annually. The FSMC will be responsible for comprehensive oversight including staffing management—covering hiring, training, and performance—and full operational and financial administration of the child nutrition program. The contract is governed by federal regulations including 2 CFR 200 and 7 CFR 210, requiring compliance with USDA grading standards for all food procured, proper crediting of USDA Foods, and strict adherence to nutritional and procurement guidelines. The period of performance begins July 1, 2026, and extends through June 30, 2027, with the potential for up to four one-year optional extensions and month-to-month continuation at the District’s discretion. All services must be performed within the United States, with prohibited offshore work, and contractors must enroll in E-Verify, adhere to anti-discrimination laws, and ensure no registered sex offenders perform work on school premises during student hours. Invoices must be submitted to the District’s Accounts Payable office and must include purchase order numbers and meal equivalency calculations without use of federal electronic invoicing systems. Offerors must be certified as not being debarred or suspended, and all documentation must be complete and self-contained with no incorporation by reference. Failure to comply with any requirement, including adherence to prevailing wage laws where applicable, may result in disqualification or financial penalties.
