Breastfeeding Support Services
Solicitation # 2026-DOI-0099
First 5 Sacramento has issued a Determination of Interest, solicitation number 2026-DOI-0099, to identify qualified organizations to provide breastfeeding support services within Sacramento County. The primary objective is to help new families initiate and continue exclusive breastfeeding for at least six months, and ideally up to one year, while specifically working to reduce racial disparities in breastfeeding rates. The project is aligned with American Academy of Pediatrics recommendations and focuses on serving underserved communities through culturally responsive methods. Eligible providers must offer core services including education, support, and one-on-one consultations, with a requirement for professional responses to inquiries within 24 hours and assistance with breastmilk expression methods. The contract term runs from July 1, 2027, through June 30, 2030, with a total available funding amount of up to 600,000 dollars. To be eligible, applicants must have at least five years of experience providing breastfeeding support as a core service in Sacramento County and must employ International Board Certified Lactation Consultants for advanced clinical care. Services must be delivered at strategically dispersed community locations where breastfeeding rates are lowest, including virtual and home-based options. This DOI phase uses a screening tool to determine eligibility, and selected organizations may be invited to participate in a subsequent Request for Proposal process. Responses must be submitted electronically via the OpenGov portal by November 17, 2026.

This collection of contracts, RFPs, and related documents primarily governs the procurement and delivery of services and solutions for the State of Indiana across various sectors, including forensic medical claims processing, cloud and hosting services, transportation, food distribution, and professional consulting. A recurring theme is the emphasis on data security, privacy, and compliance with Indiana's Information Security Framework, Indiana Code, and federal standards such as HIPAA and NIST 800-53. Many agreements specify that data ownership resides with the State, with strict requirements for encryption, data location within U.S. borders, incident reporting, and cooperation in breach remediation. The contracts also outline detailed scope of work, performance standards, reporting obligations, and the necessity for vendors to demonstrate adherence to diversity and economic impact goals, such as participation of minority, women, veteran, and Indiana-based small businesses. The procurement process is supported by comprehensive proposal and response templates, including technical and business proposals, resource planning worksheets, cost proposal instructions, and attestations to confirm compliance with statutory and contractual requirements. Several documents specify the need for subcontractor commitments, especially for veteran-owned and minority-owned businesses, and require completion of economic impact forms to assess the project's benefit to Indiana residents. The contracts also include provisions for audit rights, confidentiality, and legal compliance, with sample templates provided to standardize agreements. Overall, these documents establish a rigorous framework to ensure that service delivery aligns with legal, security, and economic objectives, fostering transparency, accountability, and security in state procurement activities.
