AI Contract Overview
This solicitation, numbered 1333MF26Q0045, seeks commercial maintenance and repair services for seven pieces of equipment—six forklifts and one electric street sweeper—at the NOAA RACE Net Loft in Seattle, Washington. It is a combined synopsis and solicitation issued under FAR Part 12, open to all business sizes without set-aside restrictions, and requires quotes submitted by June 12, 2026, via email to Jason Jenks at jason.jenks@noaa.gov or through FedConnect. The contract structure includes a base period from July 1, 2026, to June 30, 2027, with two optional one-year renewal periods extending performance through June 30, 2029. Pricing is requested in two formats: a job lot price for two annual preventative maintenance services per unit under CLINs 0001, 0003, and 0005, and a standard hourly labor rate for repairs identified during maintenance under CLINs 0002, 0004, and 0006. Overtime is prohibited except under extraordinary circumstances. All work must comply with the OEM maintenance manuals and include safety inspections, technical evaluations, and Condition Found Reports within 15 business days of unscheduled repairs, complete with photos and repair quotes. Contractors must maintain an active SAM registration with a valid UEID and CAGE Code, and are subject to a wide array of FAR and agency-specific clauses including whistle-blower protections, prohibitions on confidentiality agreements, cybersecurity requirements, and representation obligations related to tax delinquencies or felony convictions. A critical new clause, 52.222-90, mandates compliance with Executive Order 14398 regarding Diversity, Equity, and Inclusion, requiring offerors to review its provisions. The contract incorporates requirements for electronic invoicing through the Treasury’s IPP system and use of FedConnect for administration. Offerors must submit a detailed technical approach, not merely repeating the Statement of Work, along with signed SF-18 and SF-30 documents, and at least two recent and relevant customer references with completed Past Performance Questionnaires. Award will be made through a trade-off process, prioritizing technical approach and past performance significantly over price, though price remains a decisive factor if technical submissions are deemed equivalent. Compliance with the Service Contract Act, workplace safety regulations, and NOAA
