The U.S. Embassy in Freetown, Sierra Leone, under the Department of State, is preparing to issue a solicitation for preventive maintenance services on diesel-powered electric generators. The contract, identified by solicitation number 19SL2026Q0002, will be a firm fixed-price agreement with an anticipated base period of one year and four additional one-year options exercisable by the Government. Services are to be performed on-site at the embassy's facilities in Freetown to ensure the operational readiness and reliability of critical power generation equipment. While the solicitation is still in pre-issuance status as of March 24, 2026, all responsible sources registered in the System for Award Management (SAM) are eligible to submit quotations, which the Government may award based solely on the initial offers without further discussions. A pre-quotation conference is planned, and details will be included in the forthcoming solicitation. The solicitation incorporates clauses such as FAR 52.204-7 regarding SAM registration and FAR 52.229-12 addressing foreign procurement taxation. Although full details including evaluation criteria, pricing, and technical standards remain unpublished, the contract emphasizes compliance with manufacturer maintenance recommendations and industry best practices under NAICS code 8111. Inspection and acceptance will take place at the embassy location, with the Government assuming responsibility for overseeing performance quality. Submissions must be electronic, limited to 20MB per email, and directed to designated points of contact within the embassy procurement office located in Washington, DC. Specific administrative, invoicing, and payment instructions, as well as representations and certifications from offerors, will be provided once the solicitation is formally released.

Load TestingThe Department of Defense is conducting market research through a Sources Sought notice to identify qualified small businesses capable of providing annual proof testing and load test services for critical aerospace ground equipment used with the C-5 Galaxy aircraft. The testing will focus on engine handling and Auxiliary Power Unit (APU) hoisting equipment, including bootstrap beam assemblies, bootstrap beam hoists, and APU lifting hoists located at Westover Air Reserve Base, Massachusetts. The government intends to establish a five-year Blanket Purchase Agreement to cover this recurring maintenance requirement, which includes structural and mechanical proof load testing, non-destructive inspections to certify equipment integrity, and providing official certification documentation. Interested vendors must submit a capability statement by June 30, 2026, detailing company information, socioeconomic status under NAICS 811310, relevant technical expertise with AGSE or comparable equipment, and examples of past performance with similar load testing contracts. Vendors must clarify whether testing will be conducted on-site at Westover ARB or off-site at a certified facility, as transportation capabilities may be required. This opportunity is set aside for total small business participation, and responses must be submitted electronically to the Department of Defense point of contact, Robert E. Stacy, by the specified deadline. The notice is strictly for information gathering and does not constitute a commitment or solicitation for proposals.
