The Mission and Installation Contracting Command (MICC) Fort Sill, has a requirement from the Brigades and Major Army Command’s (MACOM) for a Blanket Purchase Agreement.


This is a Sources Sought to establish a Blanket Purchase Agreement (BPA). This is a Fire Extinguisher Blanket Purchase Agreement (BPA) that will be utilized by Brigades and Major Army Command’s (MACOM) on Fort Sill, Oklahoma. The government anticipates awarding three (3) different vendors to provide maintenance, inspection and service to fire extinguishers monthly and yearly.


The Contractor shall furnish referenced services and supplies if and when requested by the Contracting Officer (KO) or his/her authorized representative during the period specified herein. Changes will be submitted as replacement pages for authorized individuals when requirements are identified.


Extinguisher Required Inspections and Maintenance is considered a thorough examination of the fire extinguisher that is intended to give maximum assurance that a fire extinguisher will operate effectively and safely and to determine if physical damage or condition will prevent its operation. As well as determine if any repair or replacement is necessary and if hydrostatic testing or internal maintenance is required. There will be an annual inspection, as well as two (2) types of fire extinguisher maintenance inspections: a six (6) year and twelve (12) year.


The Mission and Installation Contracting Command (MICC), Fort Sill, Oklahoma, intends to award a seven-year Blanket Purchase Agreement to a maximum of three Contractors that meet the requirements. The North American Industrial Classification System (NAICS) Code 811310 is applicable to this acquisition. The applicable size standard is $12.5 million. Call outs made against this BPA shall be authorized individuals possessing a Government Purchase Card (GPC) and who are authorized by MICC, Fort Sill.


All notifications received within ten (10) days after the date of publication of this Sources Sought will be considered by the Government. A determination by the Government to issue agreements limited to only three (3) qualified vendors located within Oklahoma State based upon responses to this notice is solely within the discretion of the government. This Sources Sought is not a request for proposal. It is a market research tool being used to determine the number of interested vendors. The Government is not obligated to and will not pay for any information received from potential sources as a result of this Sources Sought. All responses shall include, at a minimum, the following information.


  1. Company’s full name, address, telephone number, point of contact with email address, and Federal Tax Identification Number. Prime contractor must be located within the state of Oklahoma.
  2. Company’s Unique Identification Number (UEI) and Cage Code for System for Award Management (SAM).
  3. A statement indicating the offeror’s ability to accept payment via Government Credit Card.
  4. Company Size: small or large, HUBZone, 8(a), SDB, Woman-owned, Service Disabled Veteran-Owned. Submit your set aside if you have them.
  5. Vendor Capability Statement.
