Sealed bids for the Founders Park Restroom, Basketball Court and Parking Lot Improvements, Bid # 05-26 will be received by the City of Lake Saint Louis, 200 Civic Center Drive, Lake Saint Louis, MO 63367, until 12:00PM, on Wednesday September 23, 2026. The bids will be publicly opened and read aloud at 2:00pm, on Wednesday September 23, 2026 at Lake Saint Louis City Hall. A minimum of three (3) copies of the bid will be required and delivered in a sealed envelope clearly marked “Founders Park Restroom, Basketball Court and Parking Lot Improvements Bid # 05-26.
Scope of work includes site work, utility connections and construction of a CMU block restroom, concrete basketball court with amenities, and demolition and expansion of an asphalt parking lot with lighting and concrete medians and widening of an asphalt road.
Construction Documents can be purchased for a Non-Refundable fee on-line at projectbids.drexeltech.com in their online plan room, additional assistance is available at distribution@drexeltech.com. Information regarding this project can be found in the “Public Jobs” link on the website. Contractors desiring the Contract Documents for use in preparing bids may also obtain a set of such documents from Drexel Technologies; 60 Progress Parkway, Maryland Heights, MO 63043, telephone number is 314-872- 0900. Bidding documents will be shipped only if the requesting party assumes responsibility for all related charges. A bid security in the amount of five percent (5%) of the bid amount must accompany each bid, in accordance with the instructions to bidders.

A pre-bid meeting will be held on Thursday September 10th, at 10:00 AM at the Founders Park Pavilion, 7 Freymuth Road, Lake Saint Louis, MO 63367.

The City of Lake Saint Louis anticipates issuing notice to proceed in October 2026. Work can commence upon execution of contract and must be completed by March of 2027. Contractor shall coordinate with the City of Lake Saint Louis on closures that could have impact on the programming or operations of the park.

The wage rates applicable to this project have been predetermined as required by law and are set forth in this specification. When Federal wage rates are applicable and included, this contract is subject to the “Work Hours Act of 1962,” (P.L. 87-581: 76 Stat.
357) and implementing regulations.

Effective January 1, 2009, and pursuant to RSMo 285.530 (1), No business entity or employer shall knowingly employ, hire for employment, or continue to employ an unauthorized alien to perform work within the state of Missouri. The successful bidder must submit a sworn affidavit and documentation affirming the business entity’s enrollment and participation in the federal work authorization program and that all of its employees working for the contracted services are not illegal immigrants.
Bidders on this work will be required to comply with the President’s Executive Order Number 11246. Requirements for bidders and contractors under this order are explained in the specifications.

Upon signing the contract, the successful contractor and any subcontractor performing the work shall provide a ten-hour Occupational Safety and Health Administration (OSHA) construction safety program for their on-site employees.

The City of Lake Saint Louis hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
