Sources Sought Notice: Four Wheel Drive, Off-Road Training Vehicles for INTAC Program Office

This is a SOURCES SOUGHT announcement; market survey for information only, to be used for preliminary planning purposes. No quotes are being requested or accepted with this synopsis. The U.S. Army Corps of Engineers (USACE) – USACE Mission Support Battalion (UMSB) has been tasked to solicit for and award a contract for Four Wheel Drive, Off-Road Training Vehicles for Individual Terrorism Awareness Course (INTAC) Program Office. The Government is seeking information from all responsible sources, including large and small businesses. The information received will be used to determine the appropriate acquisition strategy for this procurement.

The U.S. Army requires Off-Road Training Vehicles and associated accessories to support the INTAC Program, which operates under the direction of the Headquarters, Department of the Army (HQDA) Antiterrorism Branch. The primary mission of the INTAC Program Office is to manage and deliver highly specialized, high-risk security, safety, and survivability training. This training is specifically designed for military officers, federal agents, Department of War (DoW) civilians, and executive security personnel who are deploying overseas to high-threat or hostile environments

The vehicles and equipment must meet specific performance, safety, and operational requirements suitable for off-road training environments. A draft Statement of Work describing the supplies required has been attached. The proposed contract is expected to be a Firm Fixed Price contract. The corresponding NAICS code is: NAICS 336112.

The capability packages for this sources sought market survey are not expected to be quotes, but rather statements regarding the company's existing experience in relation to the areas specified in the attached document. It is asked that interested parties respond to this sources sought synopsis with the following information:

The Government is seeking sources capable of providing the following items, or their equivalents, that meet or exceed the specifications listed below. All items must be compatible with each other as specified.

• ITEM 1: Off-Road Vehicle (Quantity: 9 each)
  
  • Description: 2026/27 Tacoma TRD Off-Road 4x4 Double Cab with 8-Speed Automatic Transmission (or Equal/Exceeds).
  • Key Specifications: i-FORCE 2.4L 4cyl Turbocharged Engine, 4WDemand Part-Time 4x4, Off-Road Tuned Suspension w/Bilstein Shocks, Electronically Controlled Locking Rear Differential, Multi-Terrain Select, Crawl Control, Toyota Safety Sense 3.0, Blind Spot Monitor, and Smart Key System.
• ITEM 2: Off-Road Front Bumper (Quantity: 9 each)
  • Description: WARN Off-Road Elite Front Bumper Model #111169 (or Equal/Exceeds).
  • Key Specifications: Heavy-duty steel construction, integrated winch mount for up to 12,000 lb class winches, welded recovery points, compatible with factory parking sensors and blind spot monitoring systems, and bolt-on installation. Must be compatible with ITEM 1.
• ITEM 3: Off-Road Rear Bumper (Quantity: 9 each)
  • Description: WARN Off-Road Elite Rear Bumper Model #111170 (or Equal/Exceeds).
  • Key Specifications: Heavy-duty steel construction, high-clearance design, integrated recovery shackle mounts, and compatibility with factory parking sensors and blind spot monitoring. Must be compatible with ITEM 1.
• ITEM 4: Truck Winch (Quantity: 9 each)
  • Description: Warn Zeon XD 12-S Truck Winch Model #110012 (or Equal/Exceeds).
  • Key Specifications: 12,000 lb rated line pull capacity, 12V DC series-wound motor, 3/8 in x 80 ft synthetic rope, and waterproof construction. Must be compatible for installation with ITEM 2.

As part of this survey the interested vendors are required to provide answers to the following questions:

1. Are the specified vehicles (2026/27 Tacoma TRD Off-Road or equivalent) and accessories currently in stock or available through your established supply chain? Do you foresee any material shortages, allocation limits, or production delays that could impact fulfilling a quantity of 9 each?
2. What is your estimated lead time (in days) from the date of contract award to the final delivery of all items to the Summit Point Training Facility in West Virginia?
3. How will the delivery logistics be managed? Please specify if the accessory items (front bumpers, rear bumpers, and winches) will be shipped directly in their packaging or if they can be installed on the vehicles prior to final delivery.
4. Can you provide a Rough Order of Magnitude (ROM) cost estimate for the entire requirement (9 vehicles and all corresponding accessories), including estimated freight and delivery charges to Summit Point, WV?

This market survey is for informational and planning purposes only and does not constitute a Request for Quote (RFQ). It is not to be construed as a commitment by the U.S. Government. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey.
