2420--BRUSH CHIPPERThe contract seeks a Morbark BVR16 brush chipper for use in routine utility line clearing and vegetation management across a 280-acre campus, with the unit specifically selected for its unique safety and operational features that are not available on any other model. Key innovations include a zero-clutch system that prevents engagement if material becomes lodged, dual horizontal feed wheels with hydraulic lift assist, an infeed-mounted control panel for improved efficiency, a modular design for rapid maintenance, a reverse pivot assembly for enhanced down pressure, and a side load anvil that allows for quick adjustment and flipping. These proprietary features ensure superior durability, reduced operating costs, and heightened safety, making the Morbark BVR16 the only viable option due to its exclusive technological integration. The solicitation, issued by the Department of Veterans Affairs through the 246-NETWORK Contracting Office 6, is numbered 36C24626Q0734 and was posted on July 15, 2026, with a response deadline of July 8, 2026, though this date precedes the posting and likely contains an error. The primary point of contact is Contracting Officer John P. Harmsen, reachable via email and phone, with the office located in Hampton, Virginia, and the equipment to be deployed at a performance site in Salem, Virginia. The NAICS code 333112 confirms the procurement falls under manufacturing of agricultural and forestry machinery, and the requirement is structured as a brand name or equal solicitation, emphasizing the necessity of the Morbark BVR16’s specific design attributes.
