The solicitation is structured as a combined contract type and is open for submissions until July 21, 2026, with proposals evaluated using a lowest-priced technically acceptable (LPTA) framework. Offerors must register in SAM and comply with required representations and certifications under FAR 52.212-3, while also addressing socioeconomic provisions applicable to SDVOSB, WOSB, and EDWOSB concerns. The contractor is responsible for all inspections and testing to ensure conformance with specifications, with the Contracting Officer as the sole authority to accept nonconforming work or waive requirements. Payment must be requested through the U.S. Treasury’s Invoice Processing Platform, and the contractor must register for access to this system via instructions sent to the SAM-listed point of contact, Carter Duke at carter_duke@ios.doi.gov.

Notice of Intent to Sole Source: Federal Mastercam Software LicenseMarine Corps Installations East plans to procure two perpetual licenses of Mastercam CAD/CAM software, along with required hardware and add-ons, from Phillips Corporation under sole source authority, as it is the exclusive federal distributor for CNC Software, LLC, the original manufacturer. The acquisition is necessary to sustain essential manufacturing and repair missions at Marine Corps Base Camp Lejeune, where Mastercam is the established standard for the MOS 2161 Basic Machinist Schoolhouse and the required software for the Advanced Integrated Mobile Machine Shop program. Any alternative software would mandate significant unfunded retraining, break compatibility with existing equipment, and impair operational readiness. The procurement falls under NAICS code 513210 with a $47 million size standard and is justified under FAR 12.102(a) due to the exclusive availability of Phillips Corporation as the sole responsible source for federal government sales. This notice is not a solicitation and does not invite competitive bids, but any firm believing it can meet the requirement may submit a capability statement with supporting evidence by August 16, 2026, at 11:59 AM Eastern Time to the designated point of contact. The government retains full discretion to determine whether to proceed with a competitive or non-competitive award based on any submissions received.
