Framework Agreement for Hire of Vehicles and Plant/Machinery

Ubico Ltd is establishing a framework agreement for the provision of hire vehicles and plant equipment and machinery to support operational requirements across Gloucestershire, Wiltshire, and the Bristol/Bath area. The contract, with an estimated total value of 4,800,000 GBP including VAT, is scheduled to run for four years from 1 March 2027 to 28 February 2031. The scope of work is divided into nine distinct lots, covering a wide range of equipment including 4x4s, vans, refuse collection vehicles, skip and hook loaders, road sweepers, grounds maintenance machinery, material handling equipment, battery electric vehicles, and powered access equipment. The procurement process allows for an unlimited number of suppliers, though the company intends to appoint up to five suppliers per lot. Award decisions are based on a weighted evaluation of 60 percent quality and 40 percent price, with appointed suppliers ranked from highest to lowest scoring. The framework allows for awards to be made either with or without further competition and is restricted to the establishing party. Payment terms are set at 30 days via BACS. Interested parties, including small and medium-sized enterprises, must submit their tenders electronically via the Delta eSourcing portal by 30 November 2026.
