Fresh Bakery Items

The Washington Department of Enterprise Services is conducting a competitive solicitation under contract number 01326 to establish enterprise procurement solution contracts for fresh bakery items. The scope includes the provision of rolls, muffins, hotdog and hamburger buns, and various wheat, whole grain, and white breads for eligible purchasers, including the Department of Corrections, Department of Social and Health Services, and Department of Veterans Affairs. A critical performance requirement is that all bakery items must be delivered within 48 hours of production. The contract is structured by geographic regions and includes opportunities for statewide awards as well as reserved awards for Washington Small Businesses and Certified Veteran-Owned Businesses. Award decisions are based on a scored evaluation system where bid pricing accounts for 920 points, minimum order requirements for 20 points, and compliance with Executive Order 18-03 for 10 points. Bidders must also pass responsiveness, performance specification, and responsibility reviews. Strict quality and safety standards apply, requiring products to be free of spoilage and contamination, compliant with FDA and USDA nutritional labeling, and packaged without intentionally added PFAS. Deliveries must be palletized, wrapped in clear wrap, and transported in vehicles that maintain industry-standard temperatures. Payment terms are set at 30 calendar days from the date of invoice, and all shipments are FOB destination with freight prepaid by the contractor.
