FSCP HVAC Services

The contract establishes a Flexible Services Contractor Pool (FSCP) for HVAC services to be delivered across Portland Public Schools facilities in Multnomah County, Oregon, under solicitation number 2026-034. This is an indefinite-delivery/indefinite-quantity (IDIQ) contract with no pre-defined total value, where work is authorized through individual Work Authorizations issued on an as-needed basis. The scope includes comprehensive HVAC services such as repairs, emergency response, installations beyond routine maintenance, air balancing, refrigerant handling, controls work, duct repair, and rigging, all performed on a time-and-materials basis. Compliance with Portland Public Schools Design Guidelines, Oregon Prevailing Wage Rates, sustainable procurement rules, and all applicable federal, state, and local codes is mandatory. All work performed is considered “works made for hire,” with full ownership of deliverables vested in the District. Contractors must maintain state licensing, including a Lead Based Paint Renovation License and OCCB License, and carry specified insurance coverages ranging from $250,000 to $1,000,000 in general liability, plus professional liability and motor vehicle insurance, with the District named as an additional insured. Personnel requiring unsupervised access to students must pass fingerprint-based criminal background checks and wear District-issued badges while on site. The evaluation and award process prioritizes a trade-off methodology, where technical merit and price are jointly considered, with no lowest-price technically acceptable (LPTA) approach. The Fee Schedule, comprising labor rates for Foreman, Journeyman, and Apprentice classes as well as overhead rates, carries the greatest weight at 30 points, while experience, approach, past project references, and internal diversity practices each contribute 20 points. Licenses and certifications serve as a mandatory pass/fail criterion. Proposals must be submitted electronically via the PlanetBids portal by August 11, 2026, with a maximum 10-page technical response excluding resumes and attachments. Mandatory supporting documents include the Proposer Certifications Form (Attachment B), Reference Sheet (Attachment C), and Fee Schedule Worksheet (Attachment D). Contractors are subject to special requirements including compliance with non-discrimination laws, flow-down obligations to subcontractors, performance bonds, and adherence to tobacco- and drug-free zone policies. The contract is contingent on available funding, and the District reserves the right to terminate for convenience with 30 days’ notice.
