Enclosed is a Request for Proposals (RFP) for Supply and Deliver - High-Grade Heating Oil (Diesel). If you would like to submit proposal, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit them to the address shown on the Standard Form 1449 that follows this letter.


The U.S. Government intends to award a contract to the responsible company submitting an acceptable proposal at the lowest price.  We intend to award a contract based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.


For Questions


Any and all questions regarding this solicitation must be submitted in writing, in English, on or before the deadline. Questions must be sent to AmmanRFQQuestions@state.gov. The Subject Line of your email should read Question(s) re: 19J01026R0004. The deadline is June 04, 2026.  The U.S. Embassy will publish all questions and answers as soon as possible after the deadline above.


Pre-Proposal Conference


The Embassy intends to conduct a pre-proposal conference at the site, date, time, and location indicated below. Prospective offerors should contact Haitham AlZuhlof at alzuhlofhf@state.gov to provide company name, attendee(s) names, as well as national identification number(s) no later than June 04, 2026. Failure to do so will prohibit entry and therefore participation. A maximum of two representatives per company will be permitted.

Time: 10: 00 AM (Jordan Local Time)


Location: U.S. Embassy in Amman, General Services Office.


Proposal Submission Deadline:


Proposals are due by June 24, 2026, at 14:00 (Jordan Local Time). No proposals will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.


Your proposal must be submitted electronically to the Contracting officer at AmmanRFQ@state.gov. It is important to make sure the subject Line of your email must include your company name and the Solicitation number. Example: 19J01026R0004– ABC Company. Attachments must be in Word, Excel, and/or PDF format suitable for printing. The file size should not exceed 20MB. For larger files, the submission must be made in multiple emails with less than 20MB each. In this instance, more than one email will be accepted, however you must clearly indicate the total number of emails submitted as part of the package. Failure to do so could mean the full package is not processed for review. Example: 19J01026R0004– ABC Company – 1 of 2 emails.


In order for a proposal to be considered, you must also complete and submit the following:

2. Section I, Pricing


3. Section 5 Representations and Certifications


4. Additional information as required in Section 3


5. The Offeror should submit a completed IRS Form W-14, found at www.irs.gov/w14, to ensure compliance with FAR 52.229-11.


6. Proof of SAM Registration


Notwithstanding FAR 4.203-1(b)(5)(ii), I have determined that it is in the best interest to the Government that offerors be registered in the SAM (System for Award Management) database found at https://www.sam.gov prior to submittal of their proposal. Failure to have an active account in SAM at time of proposal submission shall deem the offeror’s proposal to be considered non-responsive to the solicitation instructions and requirements and no further consideration shall be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
