Full Description

The City of Temple (City), on behalf of the City of Temple Employee Benefits Trust (Trust), is seeking proposals from qualified companies to provide fully insured medical and pharmacy benefit plans, as well as administrative services only for medical and pharmacy. It is the intent of the Trust to enter into a multi-year contract(s) where applicable with one or more vendors to supply the requested plan needs for the City’s active population: employees, their dependents, City Council members, and retirees under the age of 65. The City is considering both 1) fully insured benefit options and 2) self-insured options where administrative services only would be required. The City currently covers both Active and Pre-65 Retirees under the same benefit plan utilizing separate rates and contributions for the Active and Pre-65 Retiree populations for medical. The City is open to proposals that carve out the Pre-65 Retiree population from the current Active Group to leverage Pre-65 Retiree pooling options. Accordingly, the City will not be limited to placing coverage for both the Actives and Pre-65 Retirees with the same provider. Proposers may submit proposals for one, any, or all benefit offerings requested in this request for proposals (RFP). Contracts will be awarded based on the best interest for the City, though consolidation is a priority.
