Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Request for Proposal
Solicitation # 80JSC027R0004
The National Aeronautics and Space Administration Johnson Space Center is soliciting proposals under solicitation 80JSC027R0004 for the Commercial Low Earth Orbit Destination Contract. This effort seeks a Multi-Award Indefinite Delivery/Indefinite Quantity contract, utilizing a Firm-Fixed-Price structure, for the design, development, manufacture, launch, and operation of a Commercial LEO Destination System to succeed the International Space Station. The system comprises three primary components: the Crew Transportation System, the Commercial LEO Destination, and the Cargo Transportation System. Performance is measured across three capability categories ranging from one-month crew tended missions to six-month standard service missions. The contract includes a base ordering period from April 2027 through April 2035, with two subsequent option periods extending the potential performance through April 2042. Proposals are due by December 8, 2026, at 1:00 p.m. Central Time, with Volume III regarding past performance requested early on November 24, 2026. Award decisions will be based on best value, evaluating Mission Suitability, Price, and Past Performance, with Mission Suitability being the most significant technical factor. The scope of work involves rigorous certification and safety standards, including compliance with AS9100 and specific human space flight requirements. Key contractual obligations include the submission of an Organizational Conflicts of Interest plan, adherence to the Outer Space Treaty, and the procurement of specific property damage insurance for certain launch vehicle categories. All submissions must be delivered electronically via NASA's EFISS Box in Microsoft Office formats.

The Naval Sea Systems Command intends to issue solicitation N00024-16-R-5429 for the design, development, test and evaluation (T&E), qualification, and low rate initial production (LRIP) of a Steering Control Section (SCS) to meet the US Navy's requirements for Standard Missile (SM) variants. The SCS is a modular, reconfigurable, electromechanical system that provides flight control of the missile via a combination of aerodynamic control, which is provided by a Control Actuation System (CAS) that drives attached control surfaces, and an optional single-nozzle Thrust Vector Actuation (TVA) system. The SCS shall be self-powered and shall be initiated from an external power source and receive control commands from, and provide telemetry data to, a missile computer. The CAS will be designed to support mating with two different configurations of rocket motor bolt patterns, will operate with or without the optional integral TVA or a Jet Tab Assembly (JTA) attached to the aft end, and can have an additional MK72 booster motor (no JTA) assembled onto the back of the CAS. The MK72 booster is, and the JTA can be, jettisoned in flight with control then assumed by the SCS described herein. The SCS configuration without the TVA will be designated as Lightweight (LW), and the mating bolt pattern will add a "2" for SM-2 mating and "6" for SM-6 mating (LW2 or LW6). The SCS configuration with the TVA will be designated Heavyweight (HW) and will result in HW2 and HW6 for the mating interfaces. The aft section of the SCS shall be capable of withstanding high temperatures for the duration of rocket motor operation. The SCS TVA shall use a Supersonic Split-Line (SSSL) nozzle that will be provided by the US Navy. The rocket motor Thrust Vector Control (TVC) shall consist of an SCS TVA subsystem and the movable SSSL nozzle (which is part of the rocket motor). The CAS and SCS TVA subsystems must be mechanically independent and housed within the defined SCS volume. The requirement consists of a two (2) phase procurement as follows: Phase I: Bench Test Demonstration (BTD) Phase II: Engineering and Manufacturing Development (EMD) and Low Rate Initial Production (LRIP) Options Phase I (BTD) shall include concept development through bench testing of a single-channel control surface actuator, with accompanying documentation that demonstrates the Contractor's path to a design that meets all system requirements. The Navy intends to award up to four (4) contracts for the Phase I effort. Phase II shall be an EMD contract that matures the design and ends with a section-level qualified Proof of Manufacture (POM) configuration. Phase II shall also include Low Rate Initial Production (LRIP) Options of the SCS, and shall include support of flight test and delivery of initial production SCSs. Proposal submission for Phase II will be limited to those offerors that received Phase I awards. Based on the complexity, magnitude, and duration of the requirement, the Government's market research indicated there are not two or more small business concerns capable of competing for the requirement as a small business set aside (FAR 19.502-2b). This procurement will be conducted using full and open competition in accordance with FAR Subpart 6.1.
