FY26 Large Excavator

The Ada County Highway District (ACHD) is soliciting bids for one new large excavator under solicitation number FL26-07, with proposals due by July 15, 2026, at 3:00 PM local time via its eProcurement Portal. The equipment must meet strict technical specifications including a minimum 160 HP engine, 21 ft digging depth, 31 ft reach, factory-installed 2D grade control with five-year telematics subscription, auxiliary hydraulics, rollover protection, and safety systems. Vendor proposals must include a completed Specification Matrix, Specification Verification Information (SVI) limited to 15 pages, and a Vendor Questionnaire. Evaluation is based on a best-value trade-off methodology, with specifications weighted most heavily at 48% (120 points), followed by delivery lead times at 40% (100 points), and proposal cost at 12% (30 points). The contract will be awarded to the highest-ranked responder who fully complies with technical requirements and procurement procedures, not necessarily the lowest price. Delivery is required F.O.B. Boise between October 1 and October 30, 2026, to ACHD’s facility at 5800 North Meeker Avenue, Boise, ID 83713. The contract term ends on September 30, 2026, with time being of the essence, and late delivery incurs a 1% per week penalty. A 36-month or 1,500-hour warranty, whichever comes first, is mandatory, with optional extended warranties and equipment upgrades available. The vendor must submit a 100% supply bond, designate a point of contact, and certify DBE status through the Idaho Transportation Department if applicable. No FAR clauses apply; instead, ACHD uses its own clause structure with local requirements for definitions, notices, payment terms (net 30 days via email to invoices@achdidaho.org), and governing law. Invoicing must be electronic only, and no COR, COTR, or PCO is named. The contract prohibits assignment without written ACHD approval and allows termination for cause or without cause by ACHD, or for non-payment by the vendor. All submissions must be electronic—paper copies are nonresponsive—and the bid opening will occur via Zoom on July 15, 2026.
