FY26 OTS E-Testing Software

The Holm Center is seeking to procure the Scantron Eva Exam software suite under solicitation FA330026Q0020 to modernize its legacy testing infrastructure while preserving critical historical exam data built on proprietary ParTest and ParScore platforms. This procurement is restricted exclusively to the Scantron brand due to its unique and non-negotiable interoperability with existing systems; any alternative software would result in irreversible loss of decades of assessment records, necessitate manual reconstruction of thousands of exam questions, and disrupt the Officer Training School mission. The contract is a Firm Fixed Price (FFP) award under a Total Small Business Set-Aside (NAICS 541519), with award going to the lowest-priced technically acceptable offeror under a Lowest Price Technically Acceptable (LPTA) process.
