AI Contract Overview
The Holm Center is seeking to procure the Scantron Eva Exam software suite under solicitation FA330026Q0020 to modernize its legacy testing infrastructure while preserving critical historical exam data built on proprietary ParTest and ParScore platforms. This procurement is restricted exclusively to the Scantron brand due to its unique and non-negotiable interoperability with existing systems; any alternative software would result in irreversible loss of decades of assessment records, necessitate manual reconstruction of thousands of exam questions, and disrupt the Officer Training School mission. The contract is a Firm Fixed Price (FFP) award under a Total Small Business Set-Aside (NAICS 541519), with award going to the lowest-priced technically acceptable offeror under a Lowest Price Technically Acceptable (LPTA) process. The scope includes deployment of cloud-based e-testing software, iNSIGHT ES4 scanners, Scan Station Licenses, digital user guides, and exportable data capabilities, all required to be fully operational by August 30, 2026. Performance must include US-based technical support Monday through Friday, software updates scheduled outside testing windows, and full compliance with WCAG 2.0 Level AA accessibility standards. The base performance period runs from August 30, 2026, to August 29, 2027, with four optional one-year extensions possible, allowing the total contract duration to extend through August 29, 2031. Deliverables are to be shipped to Maxwell AFB, Alabama, with government inspection and acceptance occurring at the same location, and payments processed exclusively through Wide Area WorkFlow (WAWF) using DoDAAC F87700. Compliance with stringent federal requirements is mandatory, including prohibitions on contracting with entities tied to the Maduro regime, Xinjiang Uyghur Autonomous Region, or inverted domestic corporations; representation of small business size status at $34 million annual receipts; and adherence to DFARS clauses on defense telecommunications equipment, former DoD official compensation, and supply chain risk. All proposals must be submitted electronically by 12:00 p.m. CDT on July 30, 2026, to designated points of contact at the 42d Contracting Squadron, with no page limits specified but emphasis placed on clear, complete responses addressing the Statement of Requirements. The contract includes no separate COR designation, with Michele Harrell serving as the primary administrative contact for invoicing

Full Description
The Holm Center requires the brand-name Scantron Eva Exam software suite to upgrade its legacy testing infrastructure and ensure continuous testing capabilities via both paper-based and online modalities during campus network outages. Because the Holm Center's entire historical testing database and exam statistics are built on proprietary Scantron legacy platforms (ParTest and ParScore), Scantron Eva Exam is the only commercial solution with the native downward compatibilitiy required to import and preserve this critical legacy data. Restricting this procurement to the brand-name Scantron brand is essential; procuring any other software brand would result in a catastrophic loss of historical assessment data, force redundant labor to manually rebuild thousands of test questions, and cause unacceptable delays to the Officer Training School (OTS) mission.
