FY26-PERB-Court Transcription and Stenographic Services

The District of Columbia Office of Contracting and Procurement, on behalf of the Public Employee Relations Board (PERB), is soliciting a contractor to provide professional court reporting and stenographic services for fiscal year 2027, covering the period from October 1, 2026, to September 30, 2027. The selected contractor will be responsible for producing verbatim, typed transcripts with numbered pages for approximately five to six board-ordered hearings per month, totaling an estimated 30 hearings annually with roughly 300 pages per hearing. Services include both on-site attendance at the PERB office in Washington, D.C., and remote attendance via WebEx, with a requirement to log on 20 minutes prior to the start of remote proceedings. Completed transcripts must be delivered electronically, providing one original and one copy, within 7 to 10 business days. Preference is given to Certified Business Enterprises (CBE) and Small Business Enterprises (SBE). Applicants must submit a Form W-9 and a PASS Master Supplier Form to facilitate vendor registration and payment processing. The contract is governed by the Standard Contract Provisions for DC Government, which mandate strict confidentiality regarding District employees and customers, compliance with the DC Human Rights Act, and adherence to Section 504 of the Rehabilitation Act of 1973. Payment is issued within 30 days of receiving a proper invoice. The District maintains the right to inspect work at all times, and the contractor is granted a 10-day cure period to remedy any nonconforming deliverables before the District may seek further remedies or termination.
