Additionally, revise Specification Section 3520 23, Appendix B41, W912BU26BA007-DWG_AM0001.pdf, and Plan Sheet C-401.c.) Add FAR 52.222-90 Addressing DEI Discrimination by Federal Contractors.d.) Add FAR 52.219-9 Small Business Subcontracting Plane.) Update FAR Provision 52.252-3, Alterations in Solicitation.PURPOSE: The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed contract for Maintenance Dredging, Delaware River, Philadelphia to Trenton. DESCRIPTION: Base contract work consists of maintenance dredging of approximately 500,000 cubic yards of sediment within the Delaware River, Philadelphia to Trenton main navigation channel between Newbold Range (Station 124+700) and Cochran Range (Station 150+000). Work includes mechanical dredging with placement of the dredged material into the Biles Island Disposal Area in Falls Township, PA. Dredging will be required to a depth of 24? MLLW (Datum) plus 1? allowable overdepth. There will be an Option for dredging approximately 70,000 cubic yards of material from the Fairless Turning Basin with dredged material placement at the Money Island Disposal Area, in Falls Township, PA. Dredging in the Basin will be required to a depth of 41? MLLW (Datum) plus 1? allowable overdepth. The period of performance is 240 calendar days. All dredging must be completed by 15 March 2027 due to environmental restrictions. DISCLOSURE OF MAGNITUDE OF THE PROPOSED CONSTRUCTION PROJECT: $10,000,000 and $25,000,000. NAICS CODE AND SBA SIZE STANDARD: 237990, DREDGING AND SURFACE CLEANUP ACTIVITIES, Size Standard $37.0M. PERIOD OF PERFORMANCE: 240 Calendar Days from the Notice to Proceed (NTP).SYSTEM FOR AWARD MANAGEMENT (SAM): Bidders are required to be registered in the System for Award Management (SAM) database (https://sam.gov) and PIEE at the time a bid is submitted in order to comply with the annual representations and certifications requirements. Registration for PIEE is required as this is the only place bids shall be submitted. Bids must be submitted in PIEE Solicitation Module. ADDITIONAL INFOMRATION: Specific information pertaining to this procurement will be available in the solicitation. The solicitation documents will be posted on the SAM.gov website, https://sam.gov and PIEE Solicitation Module.
