The work requires the use of Rincon-80 or an approved equivalent synthetic turf with a 2-inch pile height, polyethylene or polyethylene/polypropylene blend fibers, and an 8-year UV warranty, along with comprehensive base preparation including gopher guard, geotextile fabric, and an aggregate base compacted to 95% Standard Proctor Density. Primary and secondary infills of rounded silica sand and Envirofill or equivalent must be applied per industry standards, with drainage solutions such as French drains required where needed to ensure a minimum drainage rate of 20 inches per hour and positive grading away from buildings. The contract is a total small business set-aside under FAR 19.5 with a NAICS code of 561730 (Landscaping Services) and a small business size standard of $9.5 million, requiring all offerors to be SAM-registered and to submit certified representations and certifications as current and accurate. Offers must be submitted via email only, not exceeding 9MB per transmission, and must include company letterhead, detailed pricing breakdowns covering materials, personnel, and equipment, and a technical approach demonstrating how the proposed methods satisfy all SOW tasks.
