This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR part 12 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The solicitation number is 15BBR026Q00000031 and this solicitation is issued as a Request for Quote (RFQ). Please read through its entirety.


Solicitation is for 1st Quarter National, Kosher and Halal Food FY 2027. For a list, descriptions, and total quantities of all items, refer to attached document.


The NAICS for this requirement is 311999.

The MDC Brooklyn Food Service Department will place orders that must be delivered beginning the week of October 01, 2026 and ends October 23, 2026, unless otherwise specified on product specification section. Delivery will be made Tuesday – Thursday from 7:00 am – 12:00 pm. Please specify delivery schedule on solicitation. Upon Award, the Food Service Warehouse must be contacted prior to delivery for approval or adjustments in delivery schedule. The following delivery contact is Mr. Dylan Cagnard at dcagnard@bop.gov / (347) 893-3926.

Evaluation factors are past performance, price, and delivery time. Best value determination method will be used to make awards. Quoter(s) are advised the government reserves the right to make single or multiple awards. The government will award to the responsible quoter(s) whose quote is conforming to the solicitation.


Do not change case counts, unless specified, or your quote will not be considered. Do not provide a Unit Price past the 4th decimal point for your quote or that line item will not be considered. All quotes must be clear.


The Government reserves the right upon inspection to reject items if they are damaged or not to the specifications as listed in the solicitation.


All certified religious diet items must be marked "kosher parve" or “certified halal” on the package or the product will be refused. All certified religious diet items offered in the resulting contract must be certified by an accepted Orthodox Kosher certification agency from the United States or Canada and documentation confirming certification must be provided. Certification agencies include: OU - Union of Orthodox Jewish Congregations; OK - Organized Kashrus Laboratories; Star K, KOF K; KAJ K'hal Adas Jeshurun; OKS Organization of Orthodox Kashrus Supervision; OV Vaad Hoeir of Saint Louis; CRC - Central Rabbinical Congress of the USA and Canada; CRC - Chicago Rabbinical Counsel; or Kosher Overseers of America. Certified Halal items will be certified by a Halal Certification Agency. Quoters will include a letter of certification from the religious certification agency dated no more than 11 months from the date of the quote provided.


All non-frozen and perishable foods must be delivered between 34 degrees F to 41 degrees F.
