FY27 - Directional Underground Boring

The City of Alcoa is soliciting sealed bids for an annual blanket purchase authorization for directional underground boring services covering the period from July 1, 2026, through June 30, 2027, under solicitation number 25125. Bids must be submitted by 2:00 p.m. on Tuesday, May 26, 2026, either via mail, hand delivery, or email to the Alcoa Purchasing Agent at 223 Associates Blvd., Alcoa, Tennessee. The contract requires the contractor to provide all labor, equipment, supervision, and incidentals necessary to perform directional boring of pipes ranging from 1¼” to 4” in diameter, with each job requiring completion within 30 calendar days of receiving a Notice to Proceed. The City will supply all pipe materials, while the contractor is responsible for excavation, drilling, restoration of disturbed surfaces to original or better condition, compliance with MUTCD traffic control standards, and adherence to TN811 utility locate protocols. Safety is a critical component, with the contractor held fully accountable for job site safety including trenching, shoring, and jacking operations under OSHA-aligned practices, and for all damages, claims, or losses arising from their work. The contractor must also maintain $2 million commercial general liability and auto liability insurance, name the City as an additional insured, and carry statutory workers’ compensation with $1 million employer’s liability coverage. All bids must exclude taxes, and the contractor must submit a valid Tennessee Department of Revenue exemption certificate. The contract includes a one-year warranty on all fusion welds, requires daily site housekeeping, mandates full restoration of all affected areas, and holds the contractor liable for indemnifying the City against claims related to their services. Payment terms are net 30 days from receipt of a properly itemized invoice referencing the associated purchase order, and invoices must be submitted per PO. The contract is contingent upon available appropriations, and if funds become unavailable, any resulting purchase orders are null and void. The City retains broad discretion in awarding the contract based on experience, reputation, service quality, and other factors, with no strict LPTA designation. Bidders must also certify under penalty of perjury that they are not listed under Tennessee’s Iran Divestment Act requirements.
