FY27 - Grant Reviewer Services

The Office of the State Superintendent of Education (OSSE) for the District of Columbia is soliciting a vendor to provide grant reviewer services from October 2026 to September 2027. The selected contractor will be responsible for recruiting qualified subject matter experts to review, score, and recommend funding for competitive grant applications, including programs such as the High-Impact Tutoring Grant and the SOAR Educator Pipeline. Key responsibilities include managing hiring documentation, verifying reviewer qualifications, ensuring the absence of conflicts of interest, and maintaining a Grant Reviewer Tracker within a secure OSSE system. Reviewers will utilize the Enterprise Grants Management System (EGMS) for scoring, and the contractor must ensure all activities adhere to DC Municipal Regulations on the Pre-Award Process for Sub-granting to Private Organizations. To qualify, the contractor must have at least one year of experience recruiting and managing consultants for government agencies and employ at least one staff member with similar experience. The contract includes a structured payment system where reviewers are paid 150 dollars per application, with a total estimated reviewer payout of 56,250 dollars, plus additional agreed-upon fees for the contractor's recruitment and processing services. Payments to reviewers must be completed within 30 calendar days of OSSE verification. The contractor must comply with the District of Columbia Human Rights Act, the Buy American Act, and Section 504 of the Rehabilitation Act, while maintaining strict confidentiality regarding District employees and customers. Invoices are to be submitted through the OSSE Vendor Portal following specific detailed requirements.
