Joint Region Marianas Audio Visual (AV) Refresh
Solicitation # N6264926QH044
Solicitation N6264926QH044 is a total small business set-aside for an audio visual refresh of the Building 200 Flag Conference Room at Joint Region Marianas in Piti, Guam. The objective is to upgrade primary display and audio capabilities while ensuring dependable presentation connectivity for NIPRNet and SIPRNet government computers. The project requires the integration of new components with existing government-furnished equipment, including the secure video teleconference codec, cameras, and control panels. The period of performance is scheduled from September 28, 2026, to December 31, 2026. The contract is a firm-fixed-price award based on a best value trade-off process. Evaluation is divided into three factors, with technical capability and past performance combined being more important than price. Technical proposals must include a high-level strategy, system architecture diagrams, an execution plan with a disruption mitigation strategy, and integration details. Past performance is evaluated based on relevance to military or secure federal facilities within the last five years. The scope of work is divided into five CLINs covering project coordination, equipment installation, programming, system validation, and the removal of old property. Submission requires two separate volumes via email: a technical and past performance volume limited to 23 pages, and a pricing volume. All invoicing must be processed through the Wide Area WorkFlow system. The procurement includes specific requirements for U.S. citizenship and security clearances for personnel accessing the site, and adheres to the Service Contract Labor Standards for Guam. Amendment 0001 updated the performance work statement regarding equipment reuse and incorporated the conference room floor layout.

This is a Request for Information (RFI) issued by U.S. Immigration and Customs Enforcement’s Homeland Security Investigations under the Department of Homeland Security, identified by the solicitation number FY27_RFI-SEVP and posted on May 20, 2026, with a response deadline of May 26, 2026. The RFI is strictly for market research and planning purposes and does not constitute a solicitation, nor does it obligate the government to issue a future contract, award, or compensation for responses. Respondents are advised that all costs associated with preparing and submitting information are borne solely by the respondent, and all submissions become the property of the government and will not be returned. The purpose is to gather industry insights on operational solutions, platforms, and data services that could support SEVP-related initiatives, with the intent to select qualified respondents for live demonstrations of capabilities. Proprietary information must be clearly marked and segregated, and the government will handle such submissions accordingly. The applicable NAICS code is 541519, and performance is expected to occur primarily at 2070 Chain Bridge Road, Tysons Corner, Virginia, with remote work permitted at the discretion of the Contracting Officer’s Representative. The RFI references a series of binding contractual clauses designed for future award, including safeguarding of Controlled Unclassified Information under NIST SP 800-171 requirements, restrictions on contractor employee access limited to U.S. citizens and lawful permanent residents, and stringent organizational conflict of interest and limitation on future contracting provisions that may disqualify responders from bidding on related future work if they gain nonpublic or competitively relevant information through this RFI. All personnel must pass a favorably adjudicated background investigation and obtain an ICE-issued PIV card to access systems, and cybersecurity awareness training is mandatory. Security, performance, and quality standards are defined with Acceptable Quality Levels requiring 98% on-time delivery, 95% accuracy, and deliverables submitted in editable formats adhering to DHS Agile and U.S. Digital Services Playbook standards. Future contracts may involve a two-month transition, a ten-month base period with two one-year options, with deliveries submitted electronically via SharePoint or email to designated government officials. No contract value, funding details, or pricing structure is available, as this document is not a solicitation and contains no line items, CLINs, or financial terms.
