AI Contract Overview
The United States Probation and Pretrial Services Office for the Eastern District of Texas is procuring substance use treatment and urine collection services through a Blanket Purchase Agreement (BPA) with a base period from October 1, 2026, to September 30, 2027, and an option to extend for up to four additional one-year periods, not exceeding a total of 60 months. The procurement, identified by solicitation number 0540-27-0130, is for services to be delivered in Orange, Texas, and encompasses substance use assessments, individual, group, and family counseling, and urine collection, testing, and reporting with standardized logs and chain-of-custody documentation requiring barcoded specimen labeling. Offerors must demonstrate the ability to provide services within the designated catchment area using an available facility, employ qualified professionals who meet specific licensure and experience requirements, and offer prices no higher than those charged to their most favored customer for comparable services. The solicitation will be released on June 24, 2026, with responses due by July 27, 2026, and must be submitted electronically via email with the solicitation number in the subject line; hard copies are not accepted. Proposals must include a completed AO 367 form, certifications, staff qualifications, and references, while excluding certain contract sections. The evaluation process follows a Lowest Price Technically Acceptable (LPTA) methodology, where technical acceptability is a pass/fail criterion and award will go to the lowest-priced technically acceptable offeror without discussions or trade-offs. Pricing must be submitted for each service line item with estimated monthly quantities increasing over the option years. All vendors must comply with strict security protocols for handling Personally Identifiable Information, complete mandatory training, report staff changes within three business days, and adhere to invoicing templates issued by the Administrative Office of the U.S. Courts. The Contracting Officer retains authority to inspect facilities, review records, and withdraw access to sensitive information, while the BPA structure allows for multiple awards. No set-aside is used, and while packaging and marking requirements are not applicable, barcoding for urine specimens is mandatory for chain-of-custody integrity.
