AI Contract Overview
The United States Probation and Pretrial Services Office for the Eastern District of Texas is seeking to establish Blanket Purchase Agreements for substance use treatment services to support federal defendants and individuals under supervision, with performance beginning October 1, 2026, and ending September 30, 2027. The Government retains the unilateral right to extend the agreement for up to four additional one-year periods under Section I, Clause 2-90D. Services required include substance use assessments and individual, group, and family counseling, to be delivered in the Lewisville, Texas catchment area by qualified professionals who meet state licensing standards and use evidence-based, trauma-informed screening tools. Proposals must demonstrate the offeror’s capacity to provide services at a facility within the designated area, with staff fully credentialed, and must offer prices no higher than those charged to the offeror’s most favored customer for comparable services under similar terms. The solicitation, identified as 0540-27-0022, will be posted on June 24, 2026, with proposals due by July 27, 2026, and must be submitted electronically via email with the solicitation number in the subject line; hard copies will not be accepted. Award will be made using a Lowest Price Technically Acceptable (LPTA) methodology, where proposals are first screened for technical acceptability against mandatory requirements including compliance with service specifications, staff qualifications, regulatory certifications, and facility readiness. Only technically acceptable offers proceed to price evaluation, where the total evaluated price—including options—is calculated using estimated monthly quantities for assessments and counseling sessions, with unbalanced pricing potentially resulting in rejection. All vendors must provide a Unique Entity Identifier, register in SAM.gov, and submit required attachments including a program plan, monthly sign-in logs, invoice templates, staff qualification statements, and monitoring report templates. Contractors must adhere to strict security protocols for handling sensitive information, including encryption, prohibited storage on mobile devices, and immediate reporting of PII/SPII breaches within one hour. Subcontractors are held to the same compliance standards, with violations attributed to the prime contractor. Invoicing must follow the AO367 template, be submitted monthly by the 10th of the following month, and comply with federal privacy regulations. Payment will be processed through EFT via the System for Award Management, and performance will be subject to government inspection and acceptance based on adherence to the Statement of Work and applicable
