Contractors must meet stringent personnel, operational, and security requirements including the deployment of full-time, dedicated case management staff supervised by a Licensed Independent Practitioner, maintenance of active professional licensure and Basic Life Support certification, and adherence to VA and federal information security protocols such as FIPS 140-2 encryption, Cyber Security Awareness training, and compliance with the Contractor Rules of Behavior. All personnel are subject to the Privacy Act and Freedom of Information Act, and must comply with federal records management laws. Contractors are required to carry at least $1 million in general liability insurance, provide workers’ compensation and professional liability coverage, and ensure compliance with ADA, OSHA, and HHS/OIG exclusion list requirements. Invoicing will occur monthly in arrears via the Tungsten network, with payment tied to documented deliverables approved by a Contracting Officer’s Representative. The Government retains the right to refuse service by any Contractor personnel based on conduct or safety concerns and will require immediate replacement at the Contractor’s expense. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award of a contract, nor does it restrict the Government to a particular acquisition approach.

Description:
Contractors should be aware that HUD-VASH is a national program serving Veterans and their families throughout the country. This program continues to expand and has become one of the largest VA interventions to assist homeless Veterans. It represents one of VA s most significant efforts to achieve the President s goal of ending homelessness among Veterans. Contractor will provide case management and housing placement services in accordance with the PWS. Reference the draft PWS for additional details.
