The Puerto Rico Army National Guard (PRARNG) has a requirement for the HHC 191st Regional Support Group (RSG), Yellow Ribbon Reintegration Program Pre-Deployment Event Meeting/Conference Package. This requirement is being competed using FAR RFO 12 Acquisition of Commercial Products and Commercial Services as a Request for Quotations. The anticipated award date after receipt of quotations is on or before 12 August 2026.

All quotations need to be submitted no later than 5 August 2026, at 11:00AM Atlantic Standard Time/local time Puerto Rico to NG.PRARNG.PURCHASING-AND-CONTRACTING.MBX@ARMY.MIL
Quotes received after closing of solicitation are late and shall not be considered.
Submission of Quotes. Submit signed and dated quotes to the office specified in this solicitation at or before the exact time specified in this solicitation. Quotes may be submitted on an SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, quotes must show-


(1) The solicitation number.
(2) The time specified in the solicitation for receipt of quotes (if specified);
(3) The name, address, and telephone number of the quoter (include CAGE Code and Unique Entity Identifier (UEI) / System of Award UEI);
(4) A technical description of the items or services being quoted in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include literature, or other documents, if necessary;
(5) Terms of any express warranty;
(6) Price and any discount terms;
(7) "Remit to" address, if different than mailing address;
(8) Acknowledgment of Solicitation Amendments
(9) If the quote is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotes that fail to furnish required representations or information or reject the terms and conditions of the solicitation may be excluded from consideration.
(10) Quotes shall be submitted via electronic mail (email) to NG.PRARNG.PURCHASING-AND-CONTRACTING.MBX@ARMY.MIL no later than the date and time specified in the solicitation. Identify the email by using the SOLICITATION NUMBER in the SUBJECT LINE of your email. Documents shall be sent in either PDF, Word Document, or Excel File, provided they have the required information (see (1) to (9)). Do NOT submit quotes using web-based file sharing systems that require access, login, or any other form of authentication as these MAY NOT BE ABLE to be accessed by the recipient. If we cannot open your quote due to failure to follow instructions, your quote will be considered NOT RECEIVED.
(11) Quotes received after closing of solicitation are late and shall not be considered. See attached solicitation documents and attachments for additional details for instructions.
(12) We may consider any significant failure to comply with these instructions to be indicative of what we could G1-YRRP PRE-DEP
expect from you during contract performance. Please contact our contracting officer if you do not understand any part of these instructions, PRIOR TO CLOSING the solicitation.
