GCCM JAMS Seismic and Misc Improvements Project

Seattle Public Schools is seeking a General Contractor/Construction Manager (GC/CM) to deliver preconstruction and construction services for the Jane Addams Middle School Seismic and Miscellaneous Improvements project, funded through the BEX V and BTA V Capital Levies. The project, located at 11051 34th Ave. N.E., Seattle, WA, requires a firm with demonstrated experience managing complex school renovations in the central Puget Sound region, particularly on occupied sites. The procurement follows an alternative GC/CM process authorized under RCW Chapter 39.10 and utilizes a modified AIA A133 Agreement and revised A201 contract documents. The solicitation follows a three-step selection process beginning with the submission of a Statement of Qualifications by June 30, 2026, which will be evaluated on past performance, safety records, quality control, ability to manage phased occupied sites, proximity to the project, and current workload, carrying a total weight of 100 points. Up to ten firms will be shortlisted for interviews, where their proposed personnel’s quality, communication skills, and firm response to panel questions will be assessed for an additional 80 points. Finalists will then submit sealed price proposals for the fixed fee and specified general conditions, valued at 20 points, with an estimated preconstruction services budget of approximately $400,000 and a Guaranteed Maximum Price to be negotiated after 90% completion of construction documents. The selected firm must provide a detailed preconstruction work plan within ten days of Notice to Proceed, coordinate design review and constructability analysis, conduct value engineering, manage subcontractor procurement with emphasis on minority and women-owned business participation, and implement a comprehensive diversity and inclusion plan. Key personnel including a Project Executive, Manager, Superintendent, Safety Officer, and Diversity Manager must be identified with percentage of time committed. Firms must also submit evidence of five years of Experience Modification Rate and OSHA Lost Time Accident Rate data, carry insurance coverage as specified, and agree to provide a performance and payment bond at GMP execution. Monthly invoicing must include detailed labor and non-labor cost tracking, estimated versus actual expenditures, cumulative amounts, variance reports, and estimate-to-complete projections. Final Board Acceptance is targeted for June 2029, with construction phases scheduled between June 2027 and August 2028.
