Geotechnical Consulting Services for Site Remediation Works at 247 King Avenue East, Newcastle

The Municipality of Clarington is seeking a qualified Proponent to serve as the Qualified Person (QP) for the remediation of the former Newcastle Fire Hall site located at 247 King Avenue East, Newcastle. The primary objective is to ensure the site complies with Ministry of the Environment, Conservation, and Parks (MECP) regulatory standards and to successfully file a Record of Site Condition (RSC). The scope of work includes geotechnical consulting services, the execution of six geotechnical boreholes, the use of automatic groundwater level dataloggers, and the preparation of all necessary permits and approvals to make the project tender-ready. Key deliverables include raw data, field notes, and base plans provided in AutoCAD Civil 3D, LandXML, and PDF formats. The project is scheduled to begin in October 2026, with Phase 1 and 2 ESA completion by December 2026, a remediation work plan submission in February 2027, and final design by April 2027. Contract award is based on a three-phase evaluation process where proponents must achieve a minimum technical score of 80% before their pricing is considered. Work will be billed on a time and material basis, with historical estimates for the overall remediation project ranging from 365,000 to 515,000 dollars. Selected consultants must adhere to AODA accessibility standards, maintain WSIB clearance, and provide a comprehensive QA/QC plan within one week of the project kick-off.
