Geotechnical Field Investigation – Harbor Development Permit No. 25-058

The Waterfront Seismic Improvement Project at Pier F, Berth F202 in Long Beach, California, is managed by the Port of Long Beach under Harbor Development Permit No. 25-058. The project focuses on enhancing site stability and reducing seismic risks through targeted geotechnical upgrades. Initial phases involve geotechnical field investigations, including borings and probes, to inform the design of seismic improvements. The scope of work includes the demolition of existing pavement and temporary structures, the relocation and adjustment of underground utilities from the JCCC parking lot to the Long Beach Fire Station 15 lot, and the in-kind replacement of pavement. To mitigate liquefaction and settlement, compaction and jet grouting will be implemented along the rock dike at the Middle Harbor entrance, adjacent to the Joint Command Control Center, the Jacobsen Pilot Service building, and the surrounding parking area. The project is governed by the California Environmental Quality Act (CEQA), with the Port of Long Beach serving as the lead agency. It has been granted categorical exemptions under CEQA Sections 15301, 15302, 15304, and 15306, as the work consists of minor alterations and basic data collection without significant environmental impact. All materials removed during the process must be disposed of in accordance with federal, state, and local regulatory requirements.
