The United States Department of Agriculture, specifically the APHIS Plant Health Programs, has issued a firm fixed price purchase order for 2,000 Geranyl Acetol lures. These specialized pheromone lures are critical tools used to detect, monitor, and manage infestations of non-indigenous forest pests, specifically Tetropium fuscum and Tetropium cinnamopterum. Early detection via these lures is essential to prevent extensive agricultural damage and reduce the potential costs of eradication programs. This contract is a limited source acquisition awarded to Sylvar Technologies Inc, as they are the sole authorized manufacturer and seller of these lures in North America under a license from the Canadian Forest Service and US Patent 8,029,814. Market research was conducted via a sole source notice on sam.gov, which yielded no other responses. The total estimated value of the contract is 30,450.00 dollars, which includes the cost of the lures and shipping.

United States Department of Agriculture Limited Source/Brand Name Justification FAR 13.106-1(b)(1) - Simplified Acquisitions Identification of the agency and the contracting activity. USDA APHIS PM Plant Health Programs Bldg 6407, Moore Air Base 22675 N Moorefield Road Edinburg TX 78541 Contracting Activity: USDA APHIS/MRPBS/AAMD 250 MARQUETTE AVE SUITE 410 MINNEAPOLIS MN 55401 Description of supply or service required to meet the agency's needs. Firm Fixed Priced Purchase Order for 2,000 Geranyl Acetol Lures All cost to include but not limit to: overhead, general and administrative, profit, insurance, and transportation. The geranyl acetol lure is the male-produced sex pheromone emitted by Tetropium fuscum (F.) and Tetropium cinnamopterum (Coleoptera: Cerambycidae) (Silk andSweeney, 2007; Silk et al., 2007). Insect attractants are sensitive detectors of insect populations at the group, genus, or specieslevel, depending on the type of attractant. Attractants allow for detection and monitoring ofnon-indigenous insect pests and aid in a variety of control strategies. Forest pests are some ofthe most serious exotic plant pests threatening United States agriculture. If not detected, monitored, and managed in the early stages of a new infestation, these pests can causetremendous damage. The cost of eradication could be in the millions of dollars. The requested supplies are needed to equip program personnel to detect and monitor exotic pest infestations. The lures are a primary tool used to detect the initial infestation, delimit the extent of the infestation, and manage introduced pest populations. Without these lure dispensers, detecting and defining the infestation might not be possible. Early detection can reduce the costs of an eradication program and make it more likely to succeed, potentially saving the USDA, the States, and cooperators millions of dollars.
