The U.S. Department of Energy plans to award a sole source contract to Purdue University for a two-year subscription to the Global Trade Analysis Project (GTAP) database, which serves as the essential economic resource for climate change model analysis. This action is taken under the exemption to competition for one responsible source, meaning no competitive solicitation is being issued. Interested parties who believe the contract should be competed may submit a capability statement and pricing information by June 1, 2012, after which the DOE will decide whether to pursue a competitive procurement based on the responses received. This contract notice clarifies that the GTAP database is critical to the DOE's climate change analytical work and that Purdue University is uniquely positioned as the source for this subscription. The DOE reserves the sole discretion to determine if the procurement should be competed after reviewing any submitted information. The notice does not provide additional solicitation details, reflecting its nature as a notice of intent rather than a formal request for proposals.

Proposed contractual frameworks include a performance management system based on cost, quality, schedule, and management, with a verification period of ten business days for the acceptance of licensed products. Key terms under consideration include a liability cap limited to the contract value of the preceding 12 months and a requirement for content authenticity to ensure human authorship over AI-generated content. The procurement strategy is exploring various award models, including a highest-ranked bidder negotiation process and a scoring system that favors suppliers who accept Canada's contractual framework without amendment. Payment is slated for 30 days following the receipt of an undisputed invoice via electronic instruments.
