AI Contract Overview

The contract pertains to the PMW-205 Naval Enterprise Networks Technical Data Research Facilities (TDRFACs), which were established to grant industry offerors secured, read-only access to licensed Navy and Marine Corps Intranet (NMCI) technical data previously developed by the incumbent contractor. Access to this intellectual property is tightly controlled through a vetting process involving clearance requirements and non-disclosure agreements. These facilities enable industry representatives to examine unclassified NMCI and government data relevant to the Next Generation Enterprise Network (NGEN) Request for Proposal, supporting informed participation in the acquisition process. A significant enhancement under this contract is the planned integration of Vivisimo Velocity, a sophisticated data mining and information optimization tool, into each TDRFAC to facilitate efficient search, analysis, and collaboration across large volumes of technical data. This tool offers advanced features such as result clustering, textual analysis, visualization, social tagging, commenting, and user ratings, all operating within a secure environment linked via Microsoft Active Directory for controlled permissions. The implementation of Vivisimo Velocity, targeted to be operational around April 2, 2012, aims to improve the Government’s and industry’s ability to explore and understand the current enterprise network operational environment, thereby supporting more robust evaluation and development efforts.

The PMW-205 (Naval Enterprise Networks) Technical Data Research Facilities(TDRFACs) were established to provide industry offerors with equitable accessto all licensed Navy and Marine Corps Intranet (NMCI) technical data developedby the incumbent in support of the existing enterprise network environment. Inorder to gain access to this corpus of intellectual property (IP) data, individual industry representatives are vetted for requisite clearancerequirements and non-disclosure agreements. Once vetted, the TDRFACs providecleared Industry Representatives with read-only access to unclassified NMCI andgovernment developed information. These facilities enable Industry to viewdata that is relevant to the Next Generation Enterprise Network (NGEN) Requestfor Proposal (RFP). Keeping this need in mind, PMW-205is currently integrating a world class data mining tool into each TDRFAC. Thetool, Vivisimo Velocity, is a leading Information Optimization platform thatprovides result-clustering, textual analysis, visualization and collaborativefeatures; such as social tagging, comments, and user ratings. IndustryRepresentatives will be able to search through the large volume of data in theTDRFACs and refine their searches with the use of detailed metadata.
