Goheen Bank Stabilization (Notification of Lake or Streambed Alteration, No. EPIMS-SHA-59858-R1)

The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS-SHA-59858-R1 for Ann Goheen to perform bank stabilization on Cow Creek in Shasta County, California. Located at 22393 Old 44 Drive near Palo Cedro, the project aims to address substantial streambank erosion threatening private property infrastructure downstream of the Silver Bridge Road bridge. This regulatory approval is exempt from the California Environmental Quality Act under Class 4 for minor land alterations, as the work does not require the removal of mature trees or any in-water activities, such as dewatering or water diversion. The scope of work involves the placement of approximately 150 cubic yards of three to four foot diameter rock slope protection along 100 linear feet of the northern streambank. All installation activities must be conducted from the top of the streambank using an excavator with a thumb attachment, with materials delivered via haul truck. To mitigate environmental impact, the rock must conform to existing slope contours and topography, and riparian vegetation will be restored using locally harvested willow poles and planting tubes spaced approximately six feet apart.
