The project at Little River Park in Redwood City, California, involves the relocation of a 170-foot segment of an unnamed tributary and the construction of a new 166-foot channel designed to support aquatic, freshwater marsh, and riparian woodland/grassland habitats totaling 0.192 acre. The downstream portion of the original channel, along with associated wetland and riparian areas, will be filled and replaced with a 66-inch diameter underground storm drain measuring approximately 75 linear feet. The Project Applicant, The Minkoff Group represented by Daniel Minkoff, is responsible for implementing all mitigation measures and ensuring adherence to the approved environmental conditions outlined in the agreement. The project site is located at 999 El Camino Real, Redwood City, with specific parcel IDs identified as 052-351-030 and 052-352-010. While the agreement is regulatory in nature and not a traditional federal procurement contract, it includes environmental oversight responsibilities vested in the California Department of Fish and Wildlife, with Jason Teichman serving as the Environmental Scientist for permitting and compliance. Melinda Hue, the CEQA Coordinator for the City of Redwood City, acts as the lead agency representative. No federal acquisition regulation clauses, contracting officer designations, payment instructions, or cost estimates are applicable or present, as this document functions as a state-level environmental permit rather than a competitive solicitation or federally funded contract. Performance is expected to occur in Redwood City following CDFW’s approval on August 26, 2025, with no defined contractual period of performance or invoicing mechanisms. The project does not involve federal funding, SAM.gov registration, small business certifications, or military logistics standards, and all requirements are centered on habitat restoration, stormwater conveyance, and regulatory compliance under California law.
