Description: To replace the existing pneumatic system with an electronic system, work encompasses the entire facility and all building systems and devices. New energy management control systems (EMCS) system to replace existing and to consist of direct digital controllers (DDC), electronic/electrical field devices and central control. Replacement of existing boilers, chiller and associated piping to provide fully functioning heating and cooling system. Replacement of lighting and emergency lighting fixtures in the entire facility to new LED light fixtures. This is the first phase (Phase One) of a two-phase competition: the first phase will pre-qualify bidders based on mandatory requirements as per the attached Request for Qualifications; second phase (Phase Two) will invite the qualified bidders to provide a financial bid on the project based on the specifications and drawings. The list of pre-qualified bidders resulting from Phase One will be valid for a period of 60 days upon notification of meeting the mandatory requirements or upon award of contract in Phase Two whichever comes first. No further Request for Qualifications will be published for this solicitation. There is a security requirement associated with the requirement. Policy on Reciprocal Procurement: This solicitation of bids is subject to the Policy on Reciprocal Procurement. This means that only Canadian Contractors are eligible for this solicitation of bids. Bids submitted by Non-Canadian Contractors will be rejected. Basis of selection: Bidders that demonstrate they meet the mandatory requirements in the Request for Qualifications will be sent the ITT/specs/drawings. The construction contract will be awarded to the lowest-priced compliant bid. Tenders must be submitted by email to: NRP-PROC-BIDS-ACQUIS-BI-NAT-SOUMISSIONS@rcmp-grc.gc.ca Refer to the attached tender documents to obtain further information. Canada retains the right to negotiate with any supplier on any procurement. Documents may be submitted in either official language of Canada. Canada will make available Notices of Proposed Procurement (NPP), bid solicitations and related documents for download through the Government Electronic Tendering Service (GETS) at https://canadabuys.canada.ca/en/tender-opportunities . Canada is not responsible and will not assume any liabilities whatsoever for the information found on websites of third parties. In the event an NPP, bid solicitation or related documentation would be amended, Canada will not be sending notifications. Canada will post all amendments, including significant enquiries received and their replies, using GETS.
