AI Contract Overview
The General Services Administration (GSA) is seeking to lease office and related space in Concord, Massachusetts, within a specifically delineated geographic area encompassing multiple surrounding roads and highways. The required space size ranges between approximately 97,256 and 99,000 rentable square feet, with a firm lease term of 15 years. The facility must provide at least 17 reserved and secured parking spaces and have contiguous space—potentially across multiple adjacent floors. A critical additional requirement is that the leased space must allow a clear "line of sight" from the rooftop to the Wachusett Mountain Tower, which will be verified by a field test conducted by tenant agency experts. The space must meet all applicable government standards for fire safety, accessibility, seismic resilience, and sustainability, and it cannot be located within designated floodplain zones. The lease is to be fully serviced, and phased or swing space arrangements are not permitted. The GSA currently occupies a leased building in Concord but is exploring alternative spaces if they offer economic advantages. Factors such as costs related to relocation, tenant improvements, telecommunications setup, and potential agency downtime will be considered in the decision-making process. Prospective lease offerings must also comply with federal telecommunications restrictions under Section 889 of the FY19 National Defense Authorization Act as implemented by the Federal Acquisition Regulation. The solicitation, posted in mid-2026, emphasizes adherence to stringent lease requirements and presents an opportunity for interested parties to provide suitable space that fulfills the government's operational and logistical needs.

The U.S. Government currently occupies office and related space in a building under a lease in Concord, MA, that will be expiring. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.
