GPS Asset Tracking Solution

The City of Pasadena Public Works Department, BSFMD, is seeking a vendor for a GPS Asset Tracking Solution under solicitation 2026-RFP-0394. The selected vendor will be responsible for the professional installation of GPS tracking equipment on approximately 750 vehicles and equipment, as well as the deinstallation of equipment on approximately 500 vehicles. A critical component of the contract is the integration of data, as the City currently utilizes Faster Asset Solutions Fleet Management, Gasboy Fuel Management Systems, and GPS Insight. The vendor must ensure that unique vehicular data, including odometer readings, engine hours, and idle hours, are transmitted from GPS Insight to Faster and provide ongoing technical support for the tracking devices throughout the contract term. The procurement process requires extensive compliance documentation, including a Technical Assessment Questionnaire from the Department of Information Technology to evaluate security and operational impacts. Bidders must submit a Unique Entity Identifier, a Declaration of Non-Collusion, and a Conflict of Interest Disclosure. The contract is subject to the City of Pasadena Master Services Contract, which mandates adherence to the California Labor Code, the Pasadena Living Wage Ordinance, and prevailing wage laws. Additionally, vendors must provide evidence of relevant experience through a detailed project history form and certify compliance with federal lobbying regulations and FEMA procurement terms where applicable.
