The Department of Hawaiian Home Lands (DHHL) Planning Office is requesting written responses from qualified applicants to act as a grant partner and provide grant implementation services for the Office of Local Defense Community Cooperation Defense Community Infrastructure Program grant for an Emergency Operations Center located in Waimea, Kōhala, Hawai‘i. The Defense Community Infrastructure Program (DCIP) is designed to address deficiencies in community infrastructure, supportive of a military installation, in order to enhance military value, cadet training at covered educational institutions, installation resilience, and military family quality of life. Section 2391(d) of Title 10, United States Code (10 U.S.C. 2391), authorizes the Secretary of Defense to “make grants, conclude cooperative agreements, and supplement funds available under Federal programs administered by agencies other than the Department of Defense,” for projects owned by a state or local government, or a not-for-profit, member-owned utility service to address deficiencies in community infrastructure supportive of a military installation. The grant request provides funds for a facility that houses the emergency fire equipment and includes a customized distributed Emergency Operations Center (EOC) as a part of crucial infrastructure and capabilities. The total cost of the project is $8,386,182.50 and includes a $1,500,000 match from the DHHL. The grant request will increase emergency response capacity for DHHL, its beneficiaries and its lands located near Waimea, Kōhala, Hawai‘i, consisting of over 3,000 homesteaders residing on over 11,000 acres of Hawaiian Home Lands. Grant implementation services will include grant management, procurement of required services, reporting, and oversight for the implementation of the EOC project as a part of the Office of Local Defense Community Cooperation’s Defense Community Infrastructure Program grant awards. Grant implementation services will be required for the duration of the grant period as awarded, and will include periodic reporting, compliance with local, State and Federal environmental protection laws, planning, permitting, design and construction of the project and necessary infrastructure. This includes construction and paving of approximately 2 miles of road and installation of approximately 1500 feet of an 8’ lateral water line. The project also includes installation of electric and telecom lines and construction of a 7,000-square-foot steel structure.
