West Basin Municipal Water District is seeking an experienced consultant to provide comprehensive grant writing and management services to support its water-use efficiency, recycling, and operational programs through federal, state, local, foundation, and private funding opportunities. The consultant will assist staff in developing, reviewing, and finalizing grant proposals ranging from minor edits to full proposal authorship, ensuring all applications meet scoring criteria, budget accuracy, and submission requirements including Board resolutions, letters of intent, and signed documentation. The scope includes conducting research to identify eligible funding sources, developing a strategic grant management plan aligned with water supply reliability goals, adhering to strict deadlines, monitoring award statuses, and providing case-by-case support to local water retail agencies within the district’s service area. Experience in securing funds for recycled-water and enhanced water-use efficiency projects is essential, along with proven expertise in both private and foundation funding sources. The contract will be awarded on a time-and-material basis with payment terms of Net 30 days following invoice submission, which must be itemized and submitted monthly to the District’s Accounts Payable office, accompanied by supporting documentation validating all charges. Proposals must be submitted electronically via the OpenGov portal by 2:00 PM on July 23, 2026, and are required to include a signed executive summary, detailed qualifications, resumes of key personnel, a clear technical methodology, references, and a task-delineated cost proposal. Compliance with insurance requirements—including Commercial General Liability with additional insured status for the District, Workers’ Compensation as mandated by California, and Business Automobile Liability with $5 million per accident coverage—is a mandatory pass/fail criterion. Respondents must also confirm their willingness to furnish financial statements for the two most recent fiscal years if selected. Evaluation will prioritize proposal completeness and quality, respondent qualifications, technical approach, and professional experience, with additional points awarded to certified Small Business Enterprises and Local Business Enterprises. All contractors will be treated as independent entities with no employment relationship to the District, and the District retains full authority to terminate for cause or for convenience. Confidentiality of proposals is governed by solicitation terms, and the agreement includes indemnification, audit rights for three years, non-assignment clauses, and a waiver provision ensuring strict performance obligations remain enforceable.
