The New York State Department of Environmental Conservation (DEC) is offering approximately $4 million in grant funding through its Green Jobs for Youth Skills Training Round 2 program to Tribal Organizations and not-for-profit community-based organizations serving Disadvantaged Communities (DACs) and Potential Environmental Justice Areas (PEJAs) across New York State. The program targets youth aged 17 to 24 residing in environmental justice communities to develop workforce skills in emerging green industries such as clean energy, green buildings, climate adaptation, and conservation. Projects funded under this grant must implement new or existing job training programs that lead to nationally recognized certifications or comparable credentials, thereby promoting climate equity and the just transition goals outlined in New York’s Climate Leadership and Community Protection Act (CLCPA). The grant awards range from $100,000 to $250,000 per project, with a 36-month performance timeline starting May 1, 2026, and concluding April 30, 2029. Applicants are required to demonstrate partnerships with employers, align with Regional Economic Development Council plans, and propose comprehensive work plans that include recruitment, training delivery, wraparound supports (e.g., childcare, transportation), and job placement services. Evaluation criteria emphasize cost effectiveness, detailed implementation plans, and community support, with proposals scored on a 100-point scale requiring a minimum of 75 points for eligibility. Compliance with MWBE (Minority and Women-Owned Business Enterprises) participation goals, nondiscrimination laws, reporting requirements, and certifications such as sexual harassment prevention and environmental harm declarations are mandatory. Financial reporting and invoicing are conducted through New York State’s Statewide Financial System (SFS GM), and all submissions must be in non-fillable PDF format. While there are no specific subcontracting goals for minority, women-owned, or service-disabled veteran-owned businesses, good faith efforts and quarterly reporting on MWBE and SDVOB compliance are required. The program does not involve procurement of physical goods and thus lacks packaging, marking, or standard federal contract clauses, instead operating under a Master Contract for Grants that provides oversight and administrative requirements centered on grant compliance and programmatic outcomes.
