SBIPS RFSA (Solution-based Informatics)
Solicitation # EN537-05IT01/N
This solicitation, EN537-05IT01/N, is a refresh of the Solution-Based Informatics Professional Services (SBIPS) supply arrangement originally issued in 2016, aimed at maintaining and expanding the pool of pre-qualified suppliers who can deliver informatics professional services to federal departments across Canada, excluding areas covered by Comprehensive Land Claim Agreements. The resulting supply arrangements are non-binding and serve as a streamlined procurement mechanism, allowing departments to compete requirements among approved suppliers without entering into a contract until actual orders are placed. The arrangement is active until July 4, 2028, or until Canada decides to re-compete or terminate it. Suppliers new to the process must register on CanadaBuys and use the CPSS e-Portal to submit responses, which must be done online by the deadline with supporting documents provided via email if requested. Participation is not mandatory for existing holders unless they seek to expand their qualifications, such as adding new tiers, regions, or service streams. The solicitation operates on a quarterly refresh cycle aligned with the federal fiscal year and includes provisions for Indigenous Business under the Procurement Strategy for Indigenous Business, requiring certification and registration in the Indigenous Business Directory via the CPSS system. All services must be delivered in English, French, or both, in accordance with government language requirements. Suppliers must comply with all CPSS enrollment and submission protocols, and inquiries should be directed to the designated TBIPS/SBIPS team. The previous version, EN537-05IT01/M, is fully replaced by this iteration, and all responses must be submitted through the official digital channels, with no paper submissions accepted unless specifically requested.

TBIPS (Task-based Informatics)
Solicitation # EN578-170432/D
This solicitation refreshes the Task-based Informatics Professional Services (TBIPS) supply arrangement originally established in 2017, aiming to maintain a pre-qualified pool of suppliers to provide professional informatics services across Canada, excluding areas covered by Comprehensive Land Claim Agreements and meeting or exceeding the Canada-Korea Free Trade Agreement threshold. The supply arrangement will remain valid until July 4, 2028, unless terminated earlier by Canada through re-competition, deemed unnecessary, or replaced by another procurement mechanism. Suppliers must register and submit responses through the Centralized Professional Services System (CPSS) e-Portal, with all submissions handled electronically as part of a paperless process. Participation is open to both new suppliers seeking to become TBIPS holders and existing holders wishing to expand their qualifications, such as adding tiers, regions, metropolitan areas, streams, or service categories, though current holders are not required to respond if they do not seek additional qualifications. The procurement process is aligned with the Government of Canada’s fiscal quarters, with quarterly refresh opportunities provided to allow ongoing participation. Suppliers must complete Indigenous Business certification within CPSS and register on the Indigenous Business Directory if they wish to be considered for set-aside opportunities under the Federal Government’s Procurement Strategy for Indigenous Business. Services under the arrangement must be delivered in one or both of Canada’s official languages, as required by the requesting department. All inquiries must be directed to the Informatics Methods of Supply team, and responses must be submitted by the deadline through CPSS, with supporting documents provided by email upon request. The Crown retains the right to negotiate directly with suppliers, and all documentation may be submitted in either English or French. This solicitation supersedes all prior versions of EN578-170432.
