Grolle Variance N-DRC2024-00008 ED25-0041

The Grolle Variance project, managed by the County of San Luis Obispo, is a request for a variance to allow grading on slopes exceeding 30 percent at 11995 Santa Rosa Creek Road. The scope of work includes the construction of a 1,650 total linear foot asphalt driveway, which includes 495 feet on an adjoining parcel, to serve a 6,025 square-foot single-family residence and a 2,025 square-foot accessory structure consisting of a workshop, garage, and carport. Environmental review has resulted in a Mitigated Negative Declaration, concluding that the project will not have significant impacts provided specific mitigation measures are implemented. Key requirements include a Naturally Occurring Asbestos survey by a registered geologist and compliance with CARB ATCM and NESHAP standards. Additionally, a qualified biologist must provide environmental awareness training to all personnel, and construction activities are restricted to specific hours: 7 a.m. to 9 p.m. on weekdays and 8 a.m. to 5 p.m. on weekends. The project is located within an Agriculture designated area and a Geologic Hazard Area, requiring strict adherence to work area limits and the use of secondary containment for equipment to prevent soil contamination.
