The Missile Defense Agency is conducting market research through solicitation MDA17DACNSN01 to identify industry capabilities for the development and delivery of a next-generation Common Boost Vehicle (CBV) by 2024. As part of the Ground-based Midcourse Defense program, the CBV is envisioned as a new class of multi-stage booster utilizing solid rocket motors or a combination of solid and storable liquid propellant stages. The primary objective is to enhance mission flexibility and provide the necessary energy to lift future-generation payloads while adhering to specific infrastructure, survivability, and performance constraints. Interested respondents are required to provide assessments of the current marketplace, existing technical capabilities, and the development efforts necessary to meet the 2024 timeline, including an analysis of associated technical risks. Due to the sensitive nature of the payload configurations, access to the High-Level Description Document is restricted and requires a formal application and safeguard agreement to ensure the proper handling of controlled unclassified information and adherence to security clearance mandates. This request for information is for planning purposes only and does not constitute a formal request for proposal or a binding commitment from the agency.

Full Description

The Missile Defense Agency (MDA), Ground-based Midcourse Defense (GMD) Program is conducting market research to determine capability for sources to deliver by 2024 a next-generation "Common Boost Vehicle (CBV)". The CBV is a new-class of multi-stage booster that utilizes Solid Rocket Motors (SRM) or a combination of SRM/storable liquid propellant stages. Intent of the CBV is to enable mission flexibility and evolution while providing the necessary energy to lift future-generation payloads subject to mission constraints. MDA has identified several payload configurations (to be provided at classified Technical Interchange Meetings) and requests respondents specifically address each payload and the resultant CBV design(s) subject to infrastructure, survivability, schedule, and performance constraints. For each CBV configuration, MDA requests industry provide an assessment of the current marketplace, existing capabilities, and new development efforts that will be required to deliver each CBV configuration by 2024 as well as assessing the technical risks of meeting the desired timeline. Please download the attached PDF File "GMD Common Booster RFI FINAL" for further information. NOTE: The format requirements for RFI responses are detailed under the Submission Requirements Section of the attached RFI. This is a market research announcement for informational planning purposes only and does not constitute a Request for Proposal (RFP), nor is it to be construed as a commitment by MDA. Information submitted will be considered as an exchange of capabilities and may be used as part of the future RFP. MDA will accept responses submitted as classified information. Any proprietary information provided should be properly marked. No RFP/solicitation will be issued at this time. Participation in this effort is strictly voluntary with no costs incurred or obligations made on behalf of MDA. MDA is in no way bound by the information obtained through this RFI, should an RFP/solicitation be issued at a later date. Responses to this notice will not be construed as an offer and will not be accepted by MDA to form a binding contract. Respondent's information/documents submitted in response to this RFI will not be returned. The Respondent's information/documents should be complete, informative, and demonstrate clear competencies and expertise in managing, executing, and delivering a qualified GMD CBV asset. This RFI is part of the overall market research activity to collect, organize, maintain, analyze, and present data in accordance with Federal Acquisition Regulation (FAR) 2.101.

Missile Defense Agency - Nimble Options for Buying Layered Effects (NOBLE) Announcement
Solicitation # HQ0860-25-S-0001
The Missile Defense Agency Nimble Options for Buying Layered Effects (NOBLE) Announcement, solicitation number HQ0860-25-S-0001, is an overarching acquisition strategy active from March 27, 2025, through March 27, 2030. Rather than a single contract, it serves as a consolidated framework to rapidly develop, prototype, and field disruptive missile defense technologies across the entire kill chain. The program focuses on three primary technical areas: Kinetic and Hypersonic Defense for cost-efficient interceptors, Command, Control, and Battle Management utilizing AI and quantum computing, and Space-based Sensors, Interceptors, and Effectors to maintain space domain awareness. Under this framework, the MDA will release individual solicitations using various authorities, including FAR-based procurement contracts and Other Transaction (OT) agreements. Each individual solicitation will define its own specific technical requirements, evaluation criteria, funding levels, and submission deadlines. Interested parties must be registered in the System for Award Management (SAM) and are directed to monitor SAM.gov and the MDA Opportunity Marketplace for new opportunities, such as the Mobile Integrated Launch Capability, Low-Cost Kill Vehicle, and Shipborne Phased Array Instrumentation Radar. All offerors are subject to Organizational Conflict of Interest rules per FAR Subpart 9.5 and DFARS Subpart 209.5. Security requirements include compliance with NIST SP 800-171 and the Cybersecurity Maturity Model Certification (CMMC) program, with some efforts requiring secure interfacing with classified systems. All unclassified communications regarding the NOBLE program should be directed to [email hidden].

Mobile Integrated Launch Capability
Solicitation # 26-MDA-12366
The Missile Defense Agency (MDA) is soliciting innovative and cost-efficient alternatives to current air drop C-17 target launches through the Mobile Integrated Launch Capability (MILC) program. The objective is to develop mobile launch platforms capable of deploying short to long range target missile systems from any location worldwide to increase launch cadence and reduce costs. This effort is structured in two phases: Phase I focuses on detailed design, engagement analysis, and prototype costing with an objective performance period of three to six months; Phase II involves prototyping, ground testing, and the delivery of one launch platform for a target vehicle system launch, with an objective performance period of twelve to twenty-four months. The solicitation is open to large and small businesses, non-traditional defense contractors, and accredited educational institutions. Interested parties must submit white papers detailing their technical approach, design concepts, and a Rough Order of Magnitude cost estimate. Selection is based on a two-step process evaluating technical merit, innovation, potential utility to agency programs, schedule, and lifecycle cost. Awardees must possess an active Secret Facility Clearance and adhere to strict cybersecurity and Controlled Unclassified Information (CUI) marking requirements. The MDA will consider various contract types, including fixed price and cost reimbursement, as well as Other Transaction (OT) Agreements.
