Group Benefit Consultant

The Town of Halton Hills is soliciting proposals for a Group Benefit Consultant and Broker to provide strategic advisory and ongoing support for its employee benefits program. The scope of work includes strategic consulting on plan design and benchmarking, financial management through integrated reporting and trend analysis, and the management of annual renewals and carrier relations. The selected consultant will be responsible for helping the Town maintain a competitive and sustainable benefits program while ensuring compliance with the Accessibility for Ontarians with Disabilities Act and the Municipal Freedom of Information and Protection of Privacy Act. The contract is scheduled for an initial term from May 1, 2027, to April 30, 2030, with the possibility of three additional three-year renewals based on performance and budget approval. Award selection follows a multi-step process: a compliance review, a technical evaluation requiring a minimum of 56 out of 80 points, and a financial evaluation worth 20 points. The successful proponent must provide a designated account lead and key personnel with relevant municipal experience. Payment is structured on a monthly basis for completed milestones with net 30-day terms, and the Town retains the right to terminate the contract for convenience with 90 days' written notice.
