GSA OASIS 8(a)- Mail Distribution and Management Services For NSA Crane

This 8(a) set-aside contract, managed by NAVSUP Fleet Logistics Center Norfolk, requires a contractor to provide all labor, materials, equipment, and supervision to sort, receive, and distribute all incoming and outgoing mail at Naval Support Activity (NSA) Crane in Indiana. The scope of work includes the use of the Pitney Bowes Send Pro 360 metering system and adherence to USPS, DoD, and Navy postal regulations. Performance is measured by a 95 percent accuracy rate in mail processing and 100 percent accountability for loss and damage. The contract is structured with a base period starting November 1, 2026, and five subsequent option periods extending through April 30, 2032. Due to the nature of the work, the contractor must maintain a facility security clearance at the Secret level, and personnel handling classified materials must also hold Secret clearances. Other staff must undergo background investigations ranging from T1 to T3 equivalents depending on their sensitivity level. Award is based on a best-value trade-off where non-price factors, specifically technical approach and past performance, are significantly more important than price. Evaluation focuses on the contractor's performance approach, staffing management, and a proven track record of quality and timeliness. Invoicing is conducted exclusively through the Wide Area WorkFlow system.
